Why foreigners do not invest in Iran housing market?

IUESA: Dr. Asghar Zareie, B.D of IUESA said: crisis in construction and housing industry influenced Iran’s economy causing economic recession as well as fluctuations in oil prices.
Why foreigners do not invest in Iran housing market?              
He pointed out that decline in housing market has significant role on economic recession in the country. Lack of transparency in laws and regulations as well as problems for financial exchanges leaded that Iran housing market not to be attractive for foreign investors.
The supply is more than demand in housing market and it cannot be changed easily by few measures.
Adding that housing market in all developed countries absorbs foreign finance and investment while Iran housing market is not attractive for them because of problems such as banking exchanges.
