IUESA: Dr. Qaderi, member of Board
of the Directors of IUESA, wrote in a note in Jame-Jam newspaper about necessities
of economy in post-sanctions:
JCPOA has been announced and
according to some officials, sanctions against Iran are supposed to be lifted in
December, but this point should always be considered that we may return to
sanctions condition again. In this regard we should improve economic
infrastructures of country and apply suitable model of growth and development
in resistive economy framework. In order to research this matter, priority
plans should be introduced and use available dollars and capital for them. The
best way to achieve this issue is to improve both general infrastructures and
technical sector’s infrastructures. But necessity of achievement this goal
should be so that increases our economic model, relying on capabilities and
domestic capacities and available capacities should be used correctly. Because
we all know that available petrodollars should not be used merely for importing
consumption goods in the post-sanctions atmosphere; in fact the country’s
economy should not maneuver on importing.
If they pay for importing
consumption goods, economic condition will be stabilize in short-term, but
after a while, we consider reduction of domestic potential and more reliance on
import which it is in contradictory with the goal of resistive economy policies
and current approaches of the Government. So petrodollars should be used for
improving infrastructures and increasing investment on industry and agriculture
so that this expense will be followed by added value.
Strengthening the economic vigor of
Iran should also be directed to scientific institutions and infrastructures of
knowledge-based collections. This investment cause decrease the scientific and
technical dependence of Iran to other countries and it would be followed by
development in this field. Beside this issue, we should not forget that
available sources of the Government must be used in construction sector and we
invest in those which that they have a high rate of return. Productivity is a
serious issue in Iran and we should not allow applying these sources in a
sector that do not have relative advantage or have low efficiency. Therefore,
priority must be considered on the basis of productivity. Investment should be
done in the domains that they can bring economic independence. On the other
hand, dependencies in different levels should be decreased to the minimum and
this matter should not be regarded as a slogan. In order to reduce
dependencies, we should consider operational and executive measures. For
example, dependency reduction can be considered by closing each budget and the
share of National Development Fund be increased.
The aspect creating added value more
than before can make the economy of the country more dynamic. Petrochemical
is one of those sectors that regarding many capacities is located on the
sidelines and it has not reached to its main position in country as it should
be. However, considering sectors like medical that we have good capabilities in
it and causes bring foreign exchange and health security is necessary. Tourism
can also be economic aid and also effective instrument for communicating us
with the world. When countries plan to improve tourism condition and tourists
enter into a country, they consider all aspects of the region and if we
ourselves pay attention to it at first, maintain the available heritage and
invest when necessary, we will face return on investment in short-term and
foreign exchange to the country. Considering railroad and sea transport can
also be among the government’s plan in post-sanctions.
