As you know city life attractions increase world city population more than before and this factor causes increasing pressure on the all over world municipalities. This subject is not limited to developing countries, many developed countries face this problem. Also the unique role of municipalities in different fields related to infrastructures, public services, social and cultural services caused municipalities need enough income and suitable financial instruments to achieve their goals.
Urban financial proceeds the decisions for income and municipal costs. Urban financial includes way of urban infrastructures financial support through incomes, borrowing, payments, and cooperation. It also proceeds the cost of municipalities, budgeting and financial management.
The goal of writing of this book is: familiarizing urban managers, experts, government officials, decision makers, civil society and academicians and the council member in the UN with urban financial topics. This book emphasizes the important role of urban financial to provide local services particularly related to globalization, decentralization and focus on sustainable development. According to the very important role of urban financial in providing of urban financial services and cities’ access to their intended goals in the local, regional, national and international level, the author tried to help by presentation of successful experiences of the different municipalities of the councils to represent this subject in a more tangible way. This book, also proceeds some new actions in urban financial services field like relying on the private sector for investment in services and urban infrastructures in different councils. One of the important goals of this book is providing some economic basic instruments and decision makers’ required frameworks for analyzing general finance topics and evaluating different methods for financing the administrative and capital costs in the local level. Because of the different topics it was not possible to check all of them such as urban governance and metropolitan areas. It is necessary to mention that in this book only a few urban finance techniques of councils were proceeds and several study references related to subject fields and various councils presented for the interested readers.
This book contains seven chapters:
Chapter1: definition of urban finance and presented goals
Chapter2: background and urban finance conditions in some councils
Chapter3: providing suitable theoretical framework to discuss in the urban finance field. This chapter begins with analysis of municipalities’ role in economics and general finance efficient model. This model emphasizes suitable financial payments to provide urban services by offering revenues of these services.
Chapters 4&5 are devoted to the methods in which municipalities use for their payments.
